L1
You can write a status update someone can read in under a minute.
L2
You take a stakeholder conversation to a decision, including the option you recommend and why you rejected the others.
L3
You hold a portfolio's worth of stakeholders to one shared plan, including the hard no.
What counts as evidence at L2
A decision you took to stakeholders, your recommendation, and what was decided.
Evidence has to be work you did. It is attached to the request and read by the verifier — it is never published.
